Wow! That's a bizarre concept!
It looks like each wheel is controlled by a hydrolic arm with a suspension on each wheel that is independent of the actual articulation.
At one point, I think I heard someone in the video say that it was running 39" tires.
It would take a while to learn how to drive it.

It's been around a while...
I saw it maybe 10 or so years ago in JV during a rock crawl competition. He is some sort of an engineer and he made a scale version of it before the full size one.
Up close it's amazing to look at how the driveshafts and chain/sprockets work.
