the cost are about the same once you get everything you need. like the steering will hit the springs, axlewrap will kill springs if not controled, longer brakelines, and driveshaft angles will still need to addressed.
My dad has a rubicon 4.5" lift with a 1" body and 35s and works well. i have a soa with old man emu springs with room for 37s but 33 for now and flex way better then him. because i flex better i get wheel hop and body roll where he doesnt.

the cost is not lower for SOA. you well need more fabrication skills to go SOA. it is not a cheap or easy lift.
There are pros and cons to both. The kits are simpler to install.

Since you have a CJ5, you might want to look into a full bore YJ SOA or SUA kit and some new hangers. Your ride will improve a ton."The problem with socialism is that eventually you run out of other people's money."

My son has a 77 CJ5 with the SOA and it does flex alot more than mine with the SUA. I have a 4" spring lift withg 1.5" shakle lifand a 2" body lift on my CJ7. My CJ7 handles a whole lot better than his spring over. He just rolled his by over correcting while sterring. Not to say that SOA ins't a good way to go. But if you decide to go that way you will want to keep the sway bar for any driving on the road.
