Voltage surge

So, was camping in Big Bear and on the way up the mountain my "check gauges" light came on- my voltmeter was up to almost 17. I turned on all the lights and the blower and it went away. Once up the mountain, the voltage went high again. I replaced the alternator, thinking the voltage regulator was bad. Same problem. When I accelerate, the fan blows harder, lights get brighter,etc. It's an intermittent problem and doesn't seem to be related to what I am doing. Any ideas?

How old is your battery?
Are the batt. terminals clean?
Have the battery "load" tested.
What mods. have you done to your ele. system?
