Does anyone have this or know if the seats can still be moved all the way back and reclined a little?

Yes they can. It straps to your roll bar so if you are really curios you can tie a few strings left to right on your roll bar and you will be able to see almost exactly where you will have room and where you will not.

I had a rampage one and even though it pushed on the rear window pretty hard the seats were all the way back and in a comfortable position. I like the seats to lean back a bit

Since it secures to the rollbar as does their Windjammer product as I run, I don't see a chance in hell that the seats could be moved all the way back and reclined any at all with it installed.

It is possible to move the seat all the way back on the track with out it being reclined. If your seat is not all the way back you can recline a little.
