    I wouldn't drill holes in the angle iron. The hooks will easily hook to the edge. They can slide, side to side, but I don't think that would be a big deal. Holes would work, but 1) you'd limit where you can hook on, if you only use the holes. 2) Too many holes may weaken it a bit.

    A friend suggested I weld individual links of chain to my rails, so i have a place for hooks. Not a bad idea.

      Holes the size needed for bungee cord hooks wouldn't weaken the angle iron significantly. Chain links would be easy and cheap. Tabs might look cleaner than chain links, but be either more expensive or a lot more work. Holes in the angle iron would be clean and cheap, and would keep a smooth surface.
