It's the lack of a gas cap for them to check. Some stations don't check the cap, or have a cap on the bench and just it for all cars so none fail for that reason. Yes, I have seen many do that. Also, some don't check for visual neither.

"I just passed smog with a fuel cell in a 2000 tj, all i did was take the rubber filler neck from the stock tank and hose clamp it on the fuel cell. Left the gas cap on for tech to check."Comment
