axle shave

what is the purpose of shaving an axle. what does this accomplish by cutting away material from the pumpkin and covering it with a plate. and do u shave the top or the bottom. just wondering what this does did some research but only showed how not why.

bottom. for clearance on axles that hang down. couple inches.
