UNITED LAND USE CONFERENCE
Harrisburg, PA (July 9, 2004): The 2004 United Land Use Conference
(ULUC), sponsored by the United Four Wheel Drive Associations
(UFWDA), was held yesterday at the Harrisburg Holiday Inn Hotel and
Conference Center in Harrisburg, PA.
The conference featured a presentation from the U.S. Forest Service
National OHV Policy Team hosted by Art Jeffers, Assistant Director in
the Recreation, Heritage, and Wilderness Resources branch from Forest
Service headquarters in Washington, DC. The presentation covered the
formal announcement of the release of the draft policy proposal for
managing motorized off-highway vehicle (OHV) use in national forests
and grasslands. This draft proposal is expected to enhance
recreational opportunities for the public and better protect the
environment by requiring units to establish a designated system of
roads, trails, and areas
During the presentation, the draft policy was posted to the Forest
Service web site and conference attendees had the opportunity to
review it. Carla Boucher, Legislative Advocate for UFWDA noted,
"This draft policy makes numerous additions and changes to
definitions in the Code of Federal Regulations (CFRs) covering travel
management on National Forest System Lands. We will need to review
the definitions for conflict with recreation access for our members."
John Stewart, Director of Environmental Affairs for UFWDA stated, "As
this process moves forward, we look forward to working with the
agency to ensure the new rules and the route designation process
provides for the variety of recreation experience our members desire
on forest lands."
The draft policy is available for a 60 day public comment period.

Another segment of the conference provided training in the lobbying,
writing and speaking to public officials and legislators.
